• The Food & Drug Administration (FDA) does not review – nor does it have the authority to regulate – what goes into cosmetics before they are marketed to salons and consumers.
  • Unlike the food industry, there are no legal standards for organic or natural personal care productssold in the United States. This means that companies can, and often do, use these terms as marketing gimmicks.  The term natural is not a legally binding description.
  • In the Personal Care Category, there are 3 levels of USDA Certified Organic certification.  Only those products meeting the highest standards can carry the USDA Certified Organic Seal.  This means that the products contain at least 95% organic ingredients

“Fragrance” as an ingredient is considered a trademark secret.  Companies are not required to list the many synthetic chemical compound ingredients it often contains.

In order for real oversight of cosmetics by the FDA, Congress must change existing federal law.
